Bureaucratic conflict between transnational actor coalitions: The diffusion of British National Vocational Qualifications to China

Quantitative studies of social policy diffusion face substantial challenges regarding their understanding causal mechanisms. Knowledge processes is particularly limited in authoritarian countries, comparatively autonomous developing and fields not characterized by hegemonic ideas strong epistemic communities. This study focuses on technical vocational education training (TVET) the People's Republic China. The conceptual approach based interaction-oriented mechanisms actor-centred institutionalism, framework lesson drawing. Methodologically, this follows a process tracing approach, relying semi-structured interviews with Chinese experts, recently de-classified project reports World Bank, content analysis legal regulatory documents. Analysing why China introduced system qualification certificates similar to English National Vocational Qualifications (NVQs), rather than German-style dual apprenticeships, it uncovers mechanism bureaucratic conflict between competing coalitions domestic ministries transnational actors from UK Germany context organizational hierarchy multiple principals.
